Mulgrew spells conditions for backing college loan forgiveness
The UFT would consider supporting Mayor Bloomberg’s plan to pay back the loans of top college graduates who become city teachers — but only under certain conditions.
In a letter to Chancellor Dennis Walcott today, UFT President Michael Mulgrew spelled out what it would take for him to support a loan forgiveness program of the type Bloomberg proposed in January during his State of the City address. At the time, Bloomberg said the city would give teachers in the “top tier” of their college class $25,000 to repay their loans. A Department of Education spokeswoman said Bloomberg’s proposal would likely apply to students in the top quarter of their class.
Other proposals Bloomberg made at the time — closing and reopening 33 struggling schools, increasing the salaries of teachers who earn high ratings in a new evaluation system — immediately drew union censure. But Mulgrew did not dismiss the loan forgiveness proposal.
In today’s letter, he explains what it would take to bring the union on board. The program should be focused as much on retention as on recruitment of teachers, he writes, and should not give teachers the full $25,000 at one time, so that they have an incentive to remain in the classroom. Plus, the department should commit to mentoring all new teachers, not just the ones who did well in college. (more…)

UFT protesters create “cemetery” of Manhattan school closures

Present and former teachers from schools around the city that were targeted for closure rallied at Foley Square Thursday afternoon.
Teachers union president Michael Mulgrew told teachers to dress for a funeral today.
Teachers who worked at schools that the city has closed or is trying to close gathered at “Mayor Bloomberg’s Cemetery” — actually Foley Square, in Lower Manhattan — to mourn the Bloomberg administration’s school closure policies.
Joined by about 60 union members, the teachers displayed pictures of tombstones etched with the names of schools the city has targeted for closure, including Bread and Roses High School, Legacy High School for Integrated Studies, Manhattan Theater Lab School. (more…)

Merryl Tisch: Turnaround plan “has nothing to do with the kids”
Breaking her silence on the city’s plan to overhaul 33 struggling schools, Regents Chancellor Merryl Tisch said late Wednesday that she believes “turnaround” is a political strategy, not an educational one.
“There’s a fight going on here that has nothing to do with what’s going on at the school,” she said. “It’s a labor dispute between labor and management and has nothing to do with the kids.”
Tisch was referring to the stalemate between the Bloomberg administration and the teachers union that gave rise to the city’s turnaround plans. Bloomberg announced the plans in January as a way to get federal funds for the schools even though the city and union had not been able to agree on new teacher evaluations, a requirement of less aggressive strategies already in place. The turnaround strategy, which require the schools to be closed and reopened after changing their names and half of their teachers, has only deepened enmity between the city and UFT.
On Wednesday, Tisch visited one of the schools, William E. Grady Career and Technical Education High School, and said she was impressed by the changes underway, which she attributed to its principal, Geraldine Maione. The school received millions of federal dollars in the last two years while undergoing “transformation,” which funded extra tutoring, additional programs, and new technology.
“This is a school that is moving in a really fine direction,” Tisch said of Grady, which received a B on its most recent city progress report. ”This is the wrong message to this school at this time. Don’t be so dismissive of the efforts going on in that building.”
It was Tisch’s second visit to the school. Last week, she brought fellow Regent Kathleen Cashin for a visit that was scheduled after she met Maione in February at a principals union event featuring Diane Ravitch. DOE officials called to stand in case of closing schools’ support
The UFT wants former Chancellor Joel Klein to take a break from running News Corporation’s education division to explain just how the Department of Education helped schools it was once barred from closing.
The union has subpoenaed Klein to appear in court in the next phase of a school closure lawsuit filed last year. It has also issued “notices of deposition” to require 11 current Department of Education officials, including Chief Academic Officer Shael Polakow-Suransky, to testify.
That lawsuit, which a judge ruled should not impede the city’s school closure plans, argued that the department had not provided 19 schools with promised support. The city had committed to providing the supports — which ranged from assigning temporary teachers to add extra support to providing additional teacher training — under the terms of a 2010 closure lawsuit.
The union’s 2010 suit focused on the city’s compliance with state law about public notification of closure proposals. A state Supreme Court justice ruled that the city had not followed the law, halting school closures for that year. In a settlement, the city promised to pour extra help into the schools to help them boost performance and avoid closure the next year. But a year later, 14 of the 19 schools were back on the chopping block. (more…)

For opponents of mayoral control, fight starts with co-locations

When the Bloomberg Administration threatened to shut down a school in Assemblyman Keith Wright’s district this year, Wright vowed to create legislation to repeal mayoral control of the schools.
The city didn’t go through with the closure, but Wright is making good on his word — at least to a degree — by introducing a bill that would chip away at one of the mayor’s most controversial powers: the ability to install schools inside other schools’ buildings.
The bill would require elected parent councils known as Community Education Councils to approve any co-location proposal before it may go into effect.
Co-location proposals often generate heated debate within districts, particularly when the city is proposing to move a charter school into a district building. The CECs regularly play a vocal role in opposing charter school co-locations within their district schools, but they have no power to stop them or any other co-location.
Instead, the Panel for Educational Policy, which has never rejected a city proposal, must approve co-locations.
Parents, politicians, advocacy groups and representatives of at least three CECs rallied infront of Department of Education headquarters this morning to show their support for Wright’s bill, saying they hope it will pass because the CECs already must vote on zone lines within their districts.
Co-locations were the only subject of today’s rally; but according to Noah Gotbaum, a member of CEC for District 3, the CECs are hoping the co-location bill will be the first step toward legislation restricting the city’s ability to close schools, and eventually leading to the outright end of mayoral control. In New Haven’s experience, validators don’t lead to teacher firing
The city’s new process for managing low-rated teachers might result in more of them leaving the system — but not because they have been fired, if New Haven’s experience using a similar model is any indication.
When city and union officials announced a deal on a key sticking point in teacher evaluations talks, the appeals process for teachers who get low ratings, both said they had been inspired by a system in place since 2009 in New Haven, Conn.
A key component of that system is the use of third party “validators” to observe teachers considered ineffective and either corroborate or contradict the principal’s assessment. In New York City, validators would work with teachers in the year after they receive a low rating according to a not-yet-finalized evaluation system.
New York City officials said they expected the new process to result in more teachers being terminated. If the validator supports a principal’s assessment of a teacher, they note, the teacher would enter termination hearings under a presumption of incompetence — a major shift from the current system, in which the city must prove that the teacher is not up to par.
But New Haven’s system has not produced many firings. Instead, officials there say it has encouraged teachers to leave on their own. Thirty-four New Haven teachers designated “in need of improvement” — less than half of whom had tenure — exited the system last year, but they had chosen either to retire or resign, according to the officials.
“They came to an understanding once they saw that it wasn’t just one person saying that they weren’t performing, that the validator was also seeing the same thing,” said Michele Sherban-Kline, who oversees New Haven Public Schools Teacher Evaluation and Development. “Most of them came to the realization that it was better that they not fight it because all of the evidence was there.” (more…)

Teachers, not politicians, are the subject of UFT’s latest TV ad
If the UFT’s television ads are really as effective as Mayor Bloomberg says, the status of teachers is set to rise with the newest one.
An ad that aired late last month took aim at the mayor’s education record, and last week, Bloomberg blamed the attack for his low public approval on education.
The ad premiering today takes a softer approach by focusing on the hard work of teachers and not even mentioning Bloomberg’s name. Titled “Better Future,” the ad showcases four teachers working with students and meeting with parents.
“My students inspire me, and they should inspire us all,” says Christine Wong, a special education teacher who works in Manhattan. (more…)

City says three separate closure protests won’t derail PEP’s vote
Boisterous protests against school closures have long been accused of lending a circus-like atmosphere to the annual meetings where the Panel for Educational Policy votes on closures. This year, though, the opposition will actually have three rings.
Three separate groups are planning protest actions during tonight’s PEP meeting, where the citywide school board is set to vote on — and presumably approve — 23 school closures and truncations. (Changes to two schools were taken off the table yesterday.)
City officials have vowed not to let the protests disrupt the panel’s proceedings, suggesting that panel members and protesters alike could be in for a long and potentially combative night. Last year, the panel approved 22 closures in two separate meetings that each lasted well past 1 a.m. In 2010, the panel’s vote on 20 school closures took place just before 4 a.m., after more than 10 hours of protests and public comment.
Tonight, the United Federation of Teachers, which has orchestrated the most substantial protests in the past, is planning to start its protest outside Brooklyn Technical High School but then constitute an alternate event, a “People’s PEP,” at P.S. 20, an elementary school with a 600-seat auditorium six blocks away that the union has rented for the evening. Union officials said teachers from the schools up for closure would be invited to give presentations about their schools at the P.S. 20 meeting.
Another group that has been active in opposing the closure proposals, the Coalition for Educational Justice, is taking a different approach: Instead of walking out from the meeting, CEJ members and those active in affiliated groups, including the Alliance for Quality Education and the Urban Youth Collaborative, are marching in protest to it. After a 5 p.m. rally, they’ll walk five blocks east on Dekalb Street to Brooklyn Tech, where they will continue to protest against the city’s proposed closures.
A press advisory for the CEJ event warns that protesters will use the “people’s mic” to amplify their voices during the panel meeting. And they won’t be alone using that strategy. A third protest set for tonight is by “Occupy the DOE,” which grew out of the Occupy Wall Street movement that popularized the human microphone tactic. (more…)

School leaders share Danielson concerns at union-led trainings

Teachers brainstorm where features of the ideal classroom fit into the Danielson Framework's four domains.
Training sessions about a classroom observation model opened up dialogue between teachers and principals this month, even after becoming a flashpoint in the city and teachers union’s ongoing conflict over a new evaluation system.
The city and union planned to host trainings on the teaching model the city hopes to adopt for its new evaluation system together. But after Mayor Bloomberg ratcheted up rhetoric against the union in the State of the City address, the union cut city officials out of the planning. The sessions began two weeks ago, drawing hundreds of attendees even after the Department of Education emailed principals informing them that the sessions were off.
I spent an afternoon last week at a training session at the United Federation of Teachers’ Bronx headquarters, where well over 100 union chapter leaders and their principals were receiving a crash-course on the Danielson Framework, a classroom observation model that serves as one component of the city’s proposed evaluation system. The city has encouraged principals to practice using the Danielson Framework when conducting informal classroom observations this school year, and 140 schools have been piloting the observation model more formally.
As an impasse over new teacher evaluations has deepened between the city and the UFT, a tension has emerged about whether the model is meant first to help teachers improve — the union’s position — or whether it is a tool to help principals usher weak teachers out of the system, as the city’s rhetoric has sometimes suggested.
Catalina Fortino, the UFT’s vice president of education, said the purpose of the training sessions is to foster “a shared understanding” of the model for teachers and principals — an understanding that the city’s pilot of the Danielson framework had failed to develop, she said. (more…)

Report: Systemic flaws in CTE could jeopardize expansion plans
Before enacting ambitious plans to expand Career and Technical Education offering in schools, the city should invest more in the struggling programs that already exist, a report by the public advocate Bill de Blasio’s office argues.
The report, released today, paints a grim picture of CTE in city schools as chronically underperforming and often unaligned to industries that are expanding, such as the health sciences and information technology. The report was fast-tracked after Mayor Michael Bloomberg announced plans to open 12 CTE schools by the end of his tenure earlier this month, de Blasio said.
The mayor convened a commission in 2008 to examine and improve CTE schools, but de Blasio said the task force’s recommendations have been largely ignored. He said he wanted to see the city invest more in systemic improvements and struggling schools, rather than impose a “one-size-fits-all” plan to shutter low-performing CTE schools.
“Maxwell High School has made steady progress, gotten an A rating under the department’s own rating system, and now they’re saying they’re going to close it. Makes no sense,” de Blasio said. ”Closure … does not guarantee that what comes next is going to be better. We should try to see if we can save the schools we have with a real intervention.”
