Study looks at what influences students’ high school choices
When black and Hispanic students sit down to fill out their high school application forms, they tend to prioritize schools that are better performing and more racially diverse than their middle schools, which are on average, lower-performing and more racially isolated. But a study shows that the schools that actually accept them are more like the middle schools they come from.
That’s one of the findings in a study that tries to begin to understand the mysteries behind the city’s enormously complex high school selection process. Completed by New York University Assistant Professor Sean Corcoran and Teachers College Professor Henry Levin, the study was presented at a forum on high school choice at the New School today and also appears in the book Education Reform in New York City that was published this month.
Corcoran and Levin’s findings are interesting not only as an insight into why some students make the choices they do. They also add depth to the core claim of Mayor Bloomberg’s reforms: that by expanding students’ options for where they go to school, the quality of their education will improve. (more…)

Wide margins of error, instability on city’s value-added reports
The value-added reports meant to measure city teachers’ effectiveness have wide margins of error and give judgments that fluctuate — sometimes wildly — from one year to the next, a new analysis finds.
Schools Chancellor Joel Klein has instructed principals to use the Teacher Data Reports as one way to decide which teachers should receive tenure. Teachers who teach English or math to students in grades three through eight receive the reports.
The NYU economist Sean Corcoran found that 31 percent of English teachers who ranked in the bottom quintile of teachers in 2007 had jumped to one of the top two quintile by 2008. About 23 percent of math teachers made the same jump.
There was an overall correlation between how a teacher scored from one year to the next, and for some teachers, the measurement was more stable. Of the math teachers who ranked in the top quintile in 2007, 40 percent retained that crown in 2008. (more…)

City releases new teacher reports it says are simpler, fairer

Teachers' data reports place them in one of five categories depending on how much they were able to boost their students' test scores over the course of several years.
Reports ranking teachers on how much they were able to increase students’ test scores from one year to the next arrived in principal’s inboxes this week, and this time Department of Education officials say the reports are simpler and fairer than in years past.
First released in 2008, teacher data reports have rankled teachers who object to being judged solely on test scores and confused principals, some of whom found the reports too complicated to use. The reports released this week cover 12,000 teachers and address some of those concerns. They contain less information, are easier to read, and use a new formula to calculate teachers’ value-added scores.
This year, Chancellor Joel Klein has made it clear what should be done with the data: one in ten teachers who are up for tenure will have their reports used as a criteria in their tenure evaluations.
On Tuesday morning, principals with students in grades 3-8 — the state gives yearly math and English tests to these students — were given school summary reports. Teachers won’t receive their individual data reports until next week. The vast majority work in traditional public schools, as less than a dozen charter schools chose to participate, according to the Department of Education’s chief talent officer, Amy McIntosh.
