Co-location debate needs to move from arguments to facts
When it comes to New York City charter schools’ co-location in district buildings, the current debate has generated far more heat than light-and even the heat is exaggerated.
The casual observer could be forgiven for thinking something like this: Charter school co-location involves widespread “space wars” provoked by elitist outsiders who invade neighborhood schools, exacerbate over-crowding, and take more than their share of scarce resources.” Yet every one of these impressions is wrong. In this column, I’ll explain why, and I’ll also offer my suggestion for a way to make the co-location process more fact-based.
1. Charter school students are neighbors, not invaders. They come from the same districts and communities as children in co-located public schools. They are public school students, who would still need to be educated in a neighborhood school building if charter schools disappeared tomorrow.
No, charter students aren’t statistically identical in every respect; at the district level, charter students are more likely to be African American and somewhat less likely to have special needs (the reasons for this are complicated). (more…)

Albany seeks trade: more charters, but change in who grants them
Assembly Democrats are ready to approve a lift to the state’s charter school cap — but only if they get a substantial change to the way charter schools are launched and approved in return.
Under the plan being developed by members of the state Assembly, the power to approve charters would be consolidated under the state Board of Regents, who currently share that authority with the State University of New York and local school districts. (Schools authorized by a school district are also granted final approval by the Regents.) The SUNY office has the strongest reputation and has been praised by the Obama administration as a model for developing charter schools around the country.
The plan would also change who decides when and where a new charter school is needed.
Right now, wannabe school leaders pitch plans to either SUNY or the Regents, who let the school open if the plan is solid and there are spots available under the cap. Under the Assembly proposal, the state education department would determine when and where a new charter school should open, and would then issue a request for proposals from charter school operators to launch the school.
Formal language on the proposal has not yet emerged, but there is consensus on the contours of the plan, sources said.

Queens charter schools enter the fray with information campaign
Spurred by a series of meetings held by Queens’ borough president, charter school administrators, parents and students are gathering at The Renaissance Charter School in Queens to dispel “misinformation” about their schools in a discussion on Wednesday night. Queens is far from the center of the city’s charter school debate, which has been raging in Manhattan and Brooklyn, but with the opening of two new charters in as many years, and increased attention to the issue city-wide, some parents and elected officials have voiced their opposition to the schools.
Nicholas Tishuk, the Director of Programs and Accountability at Renaissance and the organizer of the event, said that the discussion is the beginning of an “information campaign” targeted at charter school critics. Principals of two other Queens’ charter schools, VOICE and OWN, will participate in the panel.
Tishuk has been attending Queens Borough President Helen Marshall’s monthly Advisory Board meetings, where he said charter schools dominate the conversation. (Marshall said in February she has ” fought against charter schools.”) He invited some of the most outspoken critics at Marshall’s meetings to Wednesday’s discussion, hoping to show them that charter schools aren’t “this big bad thing.”
“We’re all mom and pop schools here,” Tishuk said. “We’re all single-standing schools that are not ‘invading’ communities.” Tishuk wants to address complaints that charter schools take away funding from regular schools, aren’t connected to communities, and counsel out “problem kids”—none of which apply to Queens’ schools, he says.
Queens will have six charter schools next fall, including the city’s biggest, Our World Neighborhood Charter School. VOICE charter school started in 2008, and Growing Up Green, in Long Island City, opens this fall. VOICE is using a Department of Education school location for now, while the borough’s other charter schools occupy their own space. Charter schools celebrating possible reversal of budget cut
Charter school supporters say they are on the brink of a victory in their battle to restore about $1,000 per student in funds that lawmakers tugged out of next year’s state budget. They expect that Malcolm Smith, the State Senate majority leader, will restore the funds to charter schools through a last-minute appropriation of Senate funds.
“We’re hoping that Senator Smith will be able to, through his good offices, get our funding restored,” said James Merriman, the executive director of the New York City Center for Charter School Excellence.
The message comes after charter schools spent the last two days badgering Smith, whom they had counted as a strong ally. One Queens school that says it is slated to face a $600,000 cut held a rally, while others sent in form letters to Smith declaring, “We thought you were a supporter of charter schools. This budget betrays that support.” Charter lobbyists also rushed out e-mails urging “parents, trustees, and supporters” to call Governor Paterson and Smith asking for help.
But the charter lobbyists reversed their position on Tuesday afternoon, sending out an e-mail declaring that the efforts had paid off. The full text of their letter is below the jump.
A spokeswoman for Smith did not return a phone call immediately today.
Merriman said he can’t 100 percent guarantee that Smith will fill the funding gaps. “He hasn’t told me, but we’re certainly hoping that he will do everything he can,” he said. (more…)

To make Catholic schools charters, city could try to skirt state law
When Mayor Bloomberg announced his intention to turn four struggling Catholic schools into charter schools, observers assumed that the plan would require a change in state law. The law currently bars private schools from becoming schools that are funded with public dollars.
Now, it appears that the city is considering circumventing the state altogether, reports Gail Robinson of the Gotham Gazette. The calculation is that asking legislators to change state law according to Bloomberg’s wishes could backfire against his push to retain control of the public schools. The mayor angered some lawmakers when he pushed a bill extending term limits through the City Council last fall, and state lawmakers have also accused him of abusing his authority over the schools.
Robinson reports that city officials and other charter school advocates are focusing on the fact that the state law prohibits converting private schools, but not closing them and reopening them with changes in place:
This could work in a number of ways. The schools could officially close in June and then reopen. Some staff might have to leave or there could be come kind of interim or alternative certification similar to what’s done by Teach for America or the Teaching Fellows program. While the schools would have to be open to all students, the number of applicants might be small enough to all but ensure everyone a seat. After all, as [CEO of the NYC Center for Charter School Excellence James] Merriman noted, one reason the diocese is closing many of these schools is that they are vastly under-enrolled. New organizations could be set up, perhaps including individuals who work for the church but also parents, community members, alumni and others, to serve as the chartering organization and so on.

Obama is an inspiration to a 14-year-old watching from Harlem
Students from 34 city public schools and and an influx of tearful well-wishers — including some members of the New York Guard, a family that traveled to Harlem from New Jersey, and city charter school lobbyists — filled the enormous Harlem Armory this morning to watch Barack Obama’s inauguration on three giant television screens.
Just before noon, some children squirmed while students and teachers spoke at a dais. Others sank into their seats and nodded quietly to the iPod music plugged into their ears. But when the CNN announcer declared that, although he had not yet been sworn in, Obama was now officially president, even the too-cool-for-school students stood up to scream. When he took the oath of office, children jumped up and down, grinning, and waved American flags. Adults sitting on the sidelines wiped tears from their eyes.

Douglas Noble, an eighth-grader at KAPPA II, said Obama caused him to reevaluate his dreams.
One former sloucher, Douglas Noble, a 14-year-old eighth-grader at KAPPA II, a middle school in East Harlem, had drawn a picture of Obama on a posterboard and written the words “YES, WE, CAN” at the top. “He showed every black person that, even though you’re at the bottom, you can still make it to the top,” Noble said.
He said Obama’s rise changed his life goals. He had wanted to be a basketball player, but now he’s set his sights on engineering. “Everybody wants to be a basketball player, but I want to be something that’s harder,” he said. “A basketball player, all you have to know how to do is dribble and shoot. An engineer, you have to know a lot more.”
Noble, who wore a hooded sweatshirt and a Yankees t-shirt, sat down for most of the day’s events, even as other students danced around excitedly, but he pushed his chair back and stood when Obama took the oath of office. “I’m showing my respect to Obama for making it,” he said.
The Democracy Prep charter school, a three-year-old middle school in Harlem which will extend into high school next year, organized the event, coming up with the idea of a party in their own neighborhood after the school’s plans to travel to Washington, D.C., for the inauguration didn’t transpire. A group of about 25 students sat on an inauguration committee that planned the alternative event. (A lone student supported John McCain.)
Their Harlem Armory party proved so popular that the entire floor of the Armory today was packed with round tables filled with children. Seats in upstairs bleachers were also filled. Students found blank poster boards and markers at their tables, and they filled the posters with pictures congratulating Obama.
Democracy Prep founder Seth Andrew made the event political, too. Next to the markers and posterboard were postcards pre-addressed to President Barack Obama at 1600 Pennsylvania Avenue. The postcards said:
Dear President Obama:
I want to congratulate you on this historic day and ask you to keep your promise to support more school choice and parent voice in education.
The postcards also included room for students to write their ideas for how to improve America’s schools, and a request: “Please write back if you can.”
The executive director of the New York City Center for Charter School Excellence, James Merriman, sat in the crowd of students alongside Michael Thomas Duffy, who runs the Department of Education’s charter school office. Merriman addressed the crowd, and a press group that works with his organization, Knickerbocker SKD, handled the gaggles of press who converged in Harlem for the event.
“Out of all the choices, I wanted to come to Harlem,” said Cathy Salley, a mother from New Jersey who brought her children to the Armory for the day. “It’s the environment, it’s the camaraderie. This is an experience they’ll never forget.”
There were some moments when the entire room came alive, like when Obama took his oath and students stood up with him and put their hands over their hearts, and when Aretha Franklin sang. One girl, a student at East New York Prep Charter School in Brooklyn, registered a note of disappointment when she realized Obama himself would not be in Harlem. “I was excited because I thought I was going to see Obama,” she said.
The final time the room exploded came via a song the event organizers put on the loudspeaker, after fading out the sound of CNN. It was Natasha Bedingfield singing “Unwritten.”

Kevin Parker loves charters, but not Bloomberg public schools

Charter school boosters are often seen throwing compliments at Mayor Bloomberg.
So yesterday it was a little surprising to hear a state senator, Kevin Parker, in one breath sing the charter gospel and in the next lambaste the Bloomberg administration for its management of the public schools.
At Brooklyn Charter School Night yesterday, Parker told me that his position isn’t really a contradiction. Everything he loves about charter schools, he said — their freedom from bureaucratic restrictions, their creative spirit — is absent from traditional public schools. And he said that charter schools’ long waiting lists reflect families’ frustrations with district-run public schools. (more…)

Charter school kids to City Council: term extension helps schools
I mentioned in a previous post that two charter school students from Harlem were among those testifying in favor of extending term limits at the City Council earlier this month. Their school head, Seth Andrew of Democracy Prep, sent me their testimonies, which he said they drafted on their own, on blank pieces of paper, by hand.
Andrew said the students had the opportunity to testify either for or against extending term limits. Both came out in favor. (Not a surprise, since Andrew also said that his students testified at the invitation of James Merriman, the executive director of the New York City Center for Charter School Excellence and a political ally of Mayor Bloomberg.)
The testimonies are worth a read. Here’s how seventh-grader Daniel Clarke Jr. explained the connection between term limits and education:
Well, this chancellor has made a lot of progress in seven years, but he’s not done…YET. My school goes from grade 6 to 8 right now, but we are supposed to grow all the way to grade 12. Unfortunately, we can’t do this without a public school building, and this chancellor says he wants to give us one. He wants to close bad traditional schools and grow good ones like mine. If you pass this bill, my school will have a chance to take me all the way to college. If you don’t, the progress can’t continue and my school might not be able to grow. But I deserve a great high school, and there aren’t any others in my neighborhood like Democracy Prep that are open to all kids.
Term limits prevent my family from having a choice, both in schools and in mayors and what we need are more choices, not fewer. This bill is not about Mayor Bloomberg or the City Council; it is about giving our community choice, voice, and progress for the kids of New York City. Thank you for Listening, I’m Daniel Clark Jr.
