School leaders share Danielson concerns at union-led trainings

Teachers brainstorm where features of the ideal classroom fit into the Danielson Framework's four domains.

Training sessions about a classroom observation model opened up dialogue between teachers and principals this month, even after becoming a flashpoint in the city and teachers union’s ongoing conflict over a new evaluation system.

The city and union planned to host trainings on the teaching model the city hopes to adopt for its new evaluation system together. But after Mayor Bloomberg ratcheted up rhetoric against the union in the State of the City address, the union cut city officials out of the planning. The sessions began two weeks ago, drawing hundreds of attendees even after the Department of Education emailed principals informing them that the sessions were off.

I spent an afternoon last week at a training session at the United Federation of Teachers’ Bronx headquarters, where well over 100 union chapter leaders and their principals were receiving a crash-course on the Danielson Framework, a classroom observation model that serves as one component of the city’s proposed evaluation system. The city has encouraged principals to practice using the Danielson Framework when conducting informal classroom observations this school year, and 140 schools have been piloting the observation model more formally.

As an impasse over new teacher evaluations has deepened between the city and the UFT, a tension has emerged about whether the model is meant first to help teachers improve — the union’s position — or whether it is a tool to help principals usher weak teachers out of the system, as the city’s rhetoric has sometimes suggested.

Catalina Fortino, the UFT’s vice president of education, said the purpose of the training sessions is to foster “a shared understanding” of the model for teachers and principals — an understanding that the city’s pilot of the Danielson framework had failed to develop, she said. (more…)

As some schools protest turnaround plans, others wait and see

Two weeks after receiving the surprise news that their schools could close this June, some teachers are staging protests while others say they are too stunned to respond, for now.

At Herbert H. Lehman High School in the Bronx, Ann Looser is hoping fifty to 100 of her fellow teachers will stay after school tonight to protest city plans to “turn around” Herbert H. Lehman High School. As Lehman’s union chapter leader, Looser has led efforts to raise awareness about the city’s plan to “turn around” the school. Under the plan, which the city devised to keep federal funding despite a breakdown in negotiations over teacher evaluations, 33 low-performing schools would be closed and reopened after having half of their teachers replaced.

At Lehman, Looser and her colleagues have been trying recruit families, local politicians, and journalists to attend tonight’s “early engagement” hearing. The goal, she said, is to convince the city not to upend progress that the school had been making with the help of federal funds.

Under “restart,” Lehman had used the funds to offer credit recovery programs, peer mentoring, and extra training for teachers, Looser said. She said the extra help came at an important juncture, just as a new principal arrived after years of turmoil that included a grade-changing scandal. In three boroughs, students and parents react to closure news

At 15 schools across the city today, administrators who had only just found out that their schools were slated to close broke the bad news to parents, teachers, and students. We stopped by schools in three boroughs to see how community members were responding.

Students at Jane Addams heard about the closure announcement either from their eighth-period teachers or from letters distributed by staff and DOE officials who were at the school before the 2:20 p.m. dismissal.

A school staff member said teachers were staying late to meet with administrators and union officials but that few were surprised by today’s news.

“We had a meeting a month earlier, so we were kind of expecting it.” she said, referring to the early engagement meetings the DOE has held at each of the 47 schools it considered for closure.

Since then, Jane Addams has been mired in a massive crediting scandal, first reported by the Daily News, that could threaten graduation for hundreds of students.

Students today said they were worried how the closure decision would affect their credits. But they were divided about whether the school deserved its fate. (more…)

City releases list of 754 schools that could have toxic PCBs

Nine months after the city announced a 10-year plan to find and remove fluorescent light fixtures in schools that may contain hazardous chemicals, the city’s School Construction Authority has released a list of 754 school buildings that have been flagged for follow-up.

The list is the product of a survey of buildings the city completed last year, but it has never before been released, according to a legal group that has been pushing for faster cleanup. The document was released last month, shortly after NYLPI filed a Freedom of Information Law request. That request yielded a more complete accounting of schools with suspect lights, which NYPLI has published on its website.

The chemicals in question, referred to as polychlorinated biphenyls or PCBs, were present inside of some florescent lights installed in schools before 1979, when the federal government banned their use.

City officials have said the lights pose no immediate health risk to students. But many elected officials and public health advocates charge that the department is not moving quickly enough to remove the chemicals.

On Monday, the New York Lawyers for the Public Interest will hold a press conference at City Hall, as it has done several times in the past year, calling for the DOE to immediately remove all potentially dangerous light fixtures from its buildings.  (more…)

DOE officials promise swift changes for Queens high school

Department of Education officials have promised to resolve scheduling problems this week at Queens Metropolitan High School — and to keep a closer eye on the school in the future.

Officials from the DOE and Children’s First Network have visited the school multiple times in the past week, observing classes and meeting with parents and administrators. They will also sit in on future Parent-Teacher Association meetings, according to a list of promises that officials outlined in a meeting with PTA members at Queens Metropolitan High School last week.

Since early in the school year, parents at the year-old school have complained of missing textbooks, incompetent substitute teachers, and multiple schedule changes that forced students to miss gym class, electives, and some core subjects.

After he discussed the problems by phone with one parent, the city’s Chief Academic Officer Shael Polakow-Suransky, told the audience at November’s regular Panel for Education Policy meeting that the DOE would act quickly and aggressively to fix the problems.

He was not among the officials who met with parents last week at an open meeting in the school’s auditorium. The officials said they had worked late into the evenings and through the previous weekend to address the issues and create new schedules, which took effect today.

Parent: DOE official promises Queens school “help you need”

The Department of Education’s second-in-command has stepped in to hear complaints from parents at a Queens school plagued with organizational problems.

Chief Academic Officer Shael Polakow-Suransky spoke with a parent from Queens Metropolitan High School Wednesday, according to DOE officials and the parent’s wife. Polakow-Suransky promised John Sadowski that the department would give the school the “help you need,” according to Sadowski’s wife, Kelly.

The call happened the same day that I reported that the year-old school was suffering from ongoing scheduling conflicts and unexpected staffing changes that left some students without regular instruction:

At a PTA meeting Tuesday night, parents also complained that some classes are without teachers, physical education instruction isn’t happening, and that their students aren’t receiving grades for some coursework.

The couple had contacted District 28′s parent council and superintendent and the Citywide Council on High Schools, a parent group, multiple times in recent weeks, Kelly Sadowski said. But she said they had received only perfunctory, unsatisfying answers until their conversation with Polakow-Suransky.

“Mr. Polakow-Suransky patiently listened and was not happy with what he was hearing,” Kelly Sadowski wrote in an open email to parents and community members after the phone call.  ”He acknowledged that it sounded like we have major issues and his response was “You are going to get the help you need.”  (more…)

New Queens school with high hopes battles scheduling crisis

A year-old Queens high school that expanded to meet community demand is struggling under the weight of its own ambitions.

Located in a suburban section of Queens, Queens Metropolitan High School promised rich course offerings and a rigorous academic program to its 650 ninth- and 10th-grade students. But the ambitious plans left little room for error, and because of staff changes, space issues, and poor planning, Queens Metropolitan students have gotten new schedules as many as 10 times since September.

On Monday, up to three periods of classes were canceled for many 10th-grade students, who sat in the auditorium and cafeteria as administrators feverishly worked to hash out new schedules, according to accounts from parents, students, and staff.

At a PTA meeting Tuesday night, parents also complained that some classes are without teachers, physical education instruction isn’t happening, and that their students aren’t receiving grades for some coursework.

Principal Marci Levy-Maguire told the two dozen parents at the meeting, who included City Councilwoman Elizabeth Crowley, that she is working “night and day” on fixing the schedule debacle.

“Programming has been problematic. I fully admit it. We are continuing to work to address it so students are programmed properly,” Levy-Maguire said. “I can say nothing more than I apologize, and I wish it were different. We are making plans to have this resolved.”

Several teachers who had been assisting with trouble-shooting schedule revisions pulled out of the process on Sunday, saying that they did not want to give up teaching time to complete administrative tasks, according to an email that GothamSchools obtained. (more…)

Struggling with special education, charter schools join together

As the director of special education at the DREAM Charter School, Jacqueline Frey knows firsthand the difficulties charter schools face when serving students with disabilities.

One issue, she said, is convincing the city that her school’s plan to serve each disabled student is sound.

And when she wants to bring her teachers up to date on the best ways to serve students with disabilities, she has to figure out how to compensate for the training that pricey consultants might be able to offer.

“If I’m a mom and pop charter school, I can’t afford to do that for myself,” Frey said. “It helps to find other schools in the same situation.”

Connecting charter schools with similar special education needs is the chief goal of the New York City Charter School Center’s Special Education Collaborative, which builds off of local efforts to boost special education at charter schools that have been going in the Bronx, Manhattan, and Brooklyn since 2007. The $1,500-per-school entry fee pays for monthly training sessions, access to counselors and consultants, and an annual conference.

The citywide collaborative, which about 90 of the city’s 136 charter schools have already joined, comes at an opportune time. Both of the state’s charter school authorizers, the State University of New York and the Board of Regents, are pushing new charter schools to build capacity for more higher-needs students, including more special education students, this year, into their school designs. And at the collaborative’s first conference last month, Chancellor Dennis Walcott said the DOE would be pressing charter schools to “up the ante” in how they serve special education students.

The pushes are in part a response to criticism that charter schools do not enroll a fair share of special needs students. In recent years, the proportion of students with disabilities at charter schools has actually risen to nearly the city average. The challenge now, advocates say, is to serve disabled students well. Unable to show union support, city goes it alone for RTTT funds

Months after a deal to let a handful of city schools receive federal funding, requirements continue to keep millions of Race to the Top dollars off-limits to all but 2 percent of city schools.

When New York State won $700 million in the federal Race to the Top competition last year, it put some funds to use on statewide initiatives. But nearly $350 million went into smaller funds with specific aims: to build new curriculum models or train teachers, for example. Now, the state has started opening those pools up to districts — but it has set an eligibility requirement that the city can’t meet.

The state requires that districts commit to putting new teacher evaluations in place by next year — with union support. That requirement can be found in several of the Requests for Proposals for Race to the Top-related initiatives that the state has begun releasing.

In one application for funding that it submitted last week, the city could not show it had the union’s support for the new teacher evaluation system in most of its schools, in the form of a required Memorandum of Understanding, so it only applied for money for the 30 schools that do.

Those 30 schools are among 33 included in a partial teacher evaluation deal hashed out this summer, when the union and city saw that federal school improvement grants were at stake. At the time, UFT President Michael Mulgrew said he wanted to see the outcome of the pilot before expanding the evaluations to more schools. And as the year has worn on, slow-moving negotiations about the new evaluations have seemed headed for an impasse. (more…)

Inspired by Wall St. protest, activists vow to ‘Occupy the DOE’

Since the first protesters arrived at Zuccotti park nearly five weeks ago, the Occupy Wall Street movement has ignited protests from California to the United Kingdom. The city Department of Education could be next.

Calling Schools Chancellor Dennis Walcott a member of the maligned “1 percent,” city education activists say they are planning to bring hundreds of protesters to next week’s school board meeting for an “Occupy the DOE” action.

The idea to form ODOE came to organizers, many of whom are city public school teachers, during a Sunday afternoon “grade-in” for educators at Occupy Wall Street, according to Leia Petty, an organizer who works as a guidance counselor in a Bushwick high school and is a long-time activist.

As the teachers discussed how the OWS movement intersected with public education, she said, they united around a shared concern that educators and families have been shut out of DOE decision-making process. So they decided to protest the entity that does ratify DOE decisions: the Panel for Educational Policy, which is holding a special meeting next week about new academic standards.

Petty said ODOE protesters will fill the 350-seat auditorium and draw attention to the PEP’s track record of ignoring public testimony before approving the DOE’s proposed policies. Most of the panel’s members were appointed by Mayor Michael Bloomberg. (more…)
