Tech-savvy principals give muted response to seat-time change

Principals are grappling with the implications of a state policy change that allows them to award credit for shorter courses that students take online.

A regulation passed in June by the Board of Regents allows city high schools to award credit in online courses or blended learning courses, where the class is conducted partly online and partly in a traditional classroom setting, regardless of how much time students actually spend in the classes. City Department of Education officials lobbied the Regents in support of the change.

A dozen principals discussed the new regulations today at the meeting of a monthly panel led by Alisa Berger and Sarah Scrogin, two principals who have spearheaded activities within the Innovation Zone, the DOE’s subset of technology-centered schools. (Notably, Berger’s high school, the iSchool, and Scrogin’s, East Bronx Academy for the Future, have worked together in the past on intra-city distance learning classes.)

As members of the Innovation Zone’s selective iLearn cohort, which numbered 40 last year but is jumping to 127 this fall, the principals who attend the monthly meetings have used technology to reshaped their schedules, supplies, and teachers’ workloads. When it comes to using technology to change teaching and learning, the principals usually have a lot to say.

But when Scroggin asked them how they were thinking about responding to the change in seat time rules, they were quiet. (more…)

Elimination of January Regents exams has principals fretting

A change in the state’s testing program meant to close an $8 million budget gap could have far-reaching consequences for city students and schools, principals say.

The Board of Regents voted yesterday to do away with the January administration of the state exams required for high school graduation. The tests will still be given in June and August.

City school officials criticized the change, which had principals across the city lighting up their colleagues’ e-mail inboxes with protests of the change. “The state shares our belief in high standards that prepare students for college — so it is somewhat disheartening that the Regents would make a decision that undermines the hopes of high school students who take courses and exams to graduate mid-year,” said Chancellor Dennis Walcott in a statement.

In 2010, about 360 students used January exams to graduate midyear, out of about 3,800 total midyear graduates, according to Matthew Mittenthal, a Department of Education spokesman. Under the new system, those students would have had to wait until June to try to graduate.

But principals say those figures underestimate the effects of the change. Many students use the January dates to increase the number of times they take the Regents exams, which in turns increases their chances of passing in the long term. Students also use the January administration to spread out their tests and avoid burnout. (more…)

Regents give districts choice of tougher teacher evaluation

Deputy Commissioner John King, who will soon become commissioner, said that for a teacher to earn a rating of developing, effective, or highly effective, there should be some evidence of student progress on state tests.

Introducing a new option for how to change teacher evaluation, the Board of Regents voted today to allow districts and unions to increase the weight of student test scores on those evaluations to 40 percent.

According to the law passed last summer, which changed how teachers in New York State are evaluated and introduced their students’ test scores as an element for consideration, state tests would count for 20 out of 100 points. Another 20 points would come from local assessments, which school districts could devise on their own. Yet the set of regulations approved in a vote this evening will allow school districts, with the approval of teachers unions, to count students’ progress on state tests for 40 points of a teacher’s evaluation score.

The board voted 14 to 3 to approve the regulations. Regents Betty Rosa, Roger Tilles, and the board’s newest member Kathleen Cashin, voted against the proposal.

The increased emphasis on students’ progress on standardized tests turned up in the final draft of regulations after Governor Andrew Cuomo stepped into the discussions last week. In a letter to Board of Regents Chancellor Merryl Tisch, the governor said he believed that students’ scores on the annual math and reading tests should carry more weight in the evaluation of their teachers. Mayor Bloomberg agreed, saying that an earlier draft of the regulations did not place enough importance on the tests.

Yesterday, a group of 10 prominent education researchers sent the Regents a letter asking them not to place more weight on value-added scores, which measure students’ progress on tests against that of similar types of students. (more…)

As Regents near teacher eval vote, researchers express concern

If the Board of Regents approves a proposal today to double the weight of student test scores in teacher evaluations, they’ll be spurning the advice of 10 leading education researchers.

The researchers — who include Linda Darling-Hammond and New Yorkers Aaron Pallas and Henry Levin — sent a letter to the Regents yesterday that summarizes studies that they say point to problems with basing teacher evaluations on student scores. Those problems include teaching to the test and disincentives to help students with special needs.

“We urge you to reject proposals that would place significant emphasis on this untested strategy that could have serious negative consequences for teacher[s] and for the most vulnerable students in the State’s schools,” the researchers say.

Gov. Andrew Cuomo last week told the Regents that he thought test scores should play a larger role in teacher evaluations. The state’s year-old teacher evaluation law bases 20 percent of teachers’ evaluations on student test scores and another 20 percent on local measures of student achievement. The proposal being considered today would allow districts, with the approval of their local teachers unions, to use the same measures for both parts of teachers’ evaluations.

Regents appoint John King the new state ed commissioner

John King is New York’s new state education commissioner, after a unanimous vote by the state Board of Regents this morning.

King, the deputy state education commissioner, replaces David Steiner, who announced he was planning to leave at the end of the academic year in April. The announcement was a surprise, but concerns that Steiner might leave the state in the lurch were tampered by the expectation that King, his close partner, would likely succeed Steiner as commissioner.

King and Steiner’s ambitious agenda has included changing the way teachers are prepared and certified, overhauling the state’s standards, curriculum, and assessments, and implementing a slew of other innovations laid out in New York’s winning Race to the Top application.

Part of that plan was an effort to change the way teachers are evaluated. Members of the Regents vote today on whether to approve the plan that state education officials are proposing. Under urging from Governor Cuomo, the plan increases the portion of a teacher’s evaluation that would depend on student test scores to 40%. Any actual teacher evaluation system, though, will have to be bargained in each local district by school officials and local teachers unions. (more…)

Cuomo: Test scores should play a bigger part in teacher evals

If Governor Andrew Cuomo angered Mayor Bloomberg by batting off his calls to end seniority-based layoffs, perhaps the governor redeemed himself in the mayor’s eyes today. Cuomo sent the chancellor of New York’s Board of Regents, Merryl Tisch, a letter saying he believes that student test scores should count for a larger portion of teachers’ annual evaluations.

His comments are a critique of a set of regulations put out by the Board of Regents that they will vote on next week. The regulations are to be used by New York City and other districts as a guide to implementing the state’s new teacher evaluation system.

In a statement today, Tisch vowed to support Cuomo’s recommendations at the meeting next week, saying that they “will lead to an even stronger teacher and principal evaluation system for New York.” It’s not clear if the other members of the board will agree with Tisch. A recent appointee to the board, the former city school official Kathleen Cashin, is a quiet critic of Bloomberg’s.

Another hurdle involves getting the teacher evaluations implemented in school districts. The new state law revising the evaluation system granted final power to local collective bargaining talks between districts and unions. That means that no evaluation system will become final without local unions’ approval.

United Federation of Teachers President Michael Mulgrew responded to Cuomo’s letter obliquely, saying only: “We look forward to discussing the Governor’s recommendations with the Regents.”

Bloomberg’s reaction was more effusive:

“The thoughtful recommendations made today by Governor Cuomo will greatly improve the rigor of these new evaluations, and I am heartened that the Regents agreed to adopt them. But it will take the sustained commitment of all invested parties – and perhaps most importantly, the cooperation of the teachers union – if we are to make this evaluation system a reality.”

Albany votes in new Regents amid complaints over selection

Albany lawmakers voted in three new members of the Board of Regents today and re-elected two others amid complaints from some legislators who called for more local power over state education policy.

In a joint session of the State Senate and Assembly, legislators voted to approve three new Regents: Kathleen Cashin, James Cottrell, and James Jackson. Cashin, whose nomination to the Brooklyn seat I wrote about last week, is a prominent former Department of Education official and a quiet critic of some of Mayor Bloomberg’s education policies. Cottrell, an at-large member of the Regents, is an anesthesiologist and a professor at SUNY Downstate Medical Center in Brooklyn. Jackson, who will represent Albany and other towns in the third judicial district, is a former high school principal.

The legislature also voted to re-elected Board of Regents Chancellor Merryl Tisch and Regent Anthony Bottar, both of whom have been on the board since 1996.

Most lawmakers signed off on the new and returning Regents members, but some criticized the selection process through which a committee of legislators vet applicants before the entire body votes. (more…)

Former Bloomberg official (and critic) set to join Regents

A long-time educator known for quietly challenging the Bloomberg administration even when she was a part of it, and for doing so with success, is expected to join the state’s governing board of education.

Kathleen Cashin, a professor at Fordham University and former school support network leader, has been nominated for the Brooklyn position on the New York State Board of Regents, according to several Brooklyn members of the State Assembly. The 17-member board acts as a powerful school board for all of New York State, setting policy on graduation requirements and, more recently, commissioning an overhaul of the state’s standardized tests.

It’s not clear how Cashin’s likely appointment — she is expected to be confirmed at a joint session of the Senate and Assembly next week — will affect the board’s dynamics. Led by Chancellor Merryl Tisch, the board has sometimes infuriated city officials by calling their test scores and graduation rates into question while, at other times, it has validated some of former Chancellor Joel Klein’s efforts to link students’ data to their teachers.

During her decades of working in the city schools, she rose from being the principal of P.S. 193 The Gil Hodges Elementary School to the leader of the Knowledge Network Learning Support Organization, one of the groups that schools hire for support. She became especially well-known for her success as the superintendent of region five — a now-defunct version of a school district — where her schools posted some of the largest gains on the state tests. State officials trim, but not gut, high school testing program

One thing is sure, even in an uncertain economy: Students will still take tests.

New York State made that official last week when it finalized some cost-cutting changes to the state’s high school testing program but left most exams and test dates intact.

Back in March, state officials issued a dramatic proposal to gut the high school testing program. The state could save $13.7 million annually, they said, by eliminating exams in all subjects except math, reading, and science; ending January and August test dates used to help students graduate; and no longer translating test materials into foreign languages.

After the state budget provided for part of the Education Department’s funding request, officials ultimately decided to enact a scaled-down set of test changes. Students will no longer take a social studies exam in grades 5 and 8, and students who study German, Hebrew, and Latin won’t be able to take a state exam in those subjects.

But the vast majority of the Regents exams required for graduation will remain in place, at least for now. (more…)

After test tampering concerns, Regents exams will be scanned

High school Regents exams have long come under criticism for being easy to game: Teachers grade their own students’ work, and checks against cheating are flawed. That could change next year with a new rule voted in by the Board of Regents.

Rather than rely on a group of teachers and state officials to examine tests for grade tampering, the city will begin scanning students’ multiple choice answer sheets next year. State officials said scanning tests will let them perform a high-tech cheating check called “erasure analysis.”

That means officials will be able to look for instances of teachers changing students’ answers by counting the number of times each student erased a wrong answer and bubbled in a correct one.

Next year, only six tests that students frequently take in order to get diplomas will be scanned, but in 2012 all Regents exams will be.
