Two decades ago, when I was working in the Division of Adult and Continuing Education at CUNY’s Central Office, we initiated a comprehensive redesign of our GED preparation programs to ensure that coursework included substantial reading, writing, and math work, rather than skill-focused exam prep. The woefully small percentages of black and Hispanic students at the city’s specialized high schools is not a new development, but that doesn’t mean we can’t do something to change it.
