		<description><![CDATA[Maybe in a 35 minute meeting there is no way to distinguish between a test prep program or aligning curricula.  Maybe in a 35 minute meeting there is no way to show that the members of the PEP,  the DOE governing board, understand that difference.  Maybe it&#039;s becasue they don&#039;t know the difference.  Maybe it&#039;s because they don&#039;t care.

		<description><![CDATA[A 35 minute meeting of the PEP.  Doesn&#039;t anyone else find that perplexing?  The Mayor is pushing an education agenda and the Dept of Education, which is the governing body, spend 35 minutes discussing a test prep contract and votes to approve all of the others.  Where are the minutes of any meetings held by the members to discuss the contracts or to discuss anything at all that can improve the functioning of the largest school system in the US.  Do they even care? ]]></description>
