" I don't think it's going to wind up punishing a great many teachers at

There were another 10% rated "developing" That is a total of 17% of teachers. In NYC that is about 11,000 teachers that were rated poorly on just one component of the APPR.
Nycdoeisnuts,

It's not punitive per se, but it can easily be used as such,
as Danielson focuses so much on 'observable' engagement
and the highly effective categories are ADMITTEDLY virtually
insurmountable plateaus -- was never meant for rating purposes!!!

Aside from that, I agree with almost everything else you said, save
one thing. The Mayor and Chancy have no prob whatsoever starving
schools if it can help 'em get rid 'o more teaches (sic, ain't it?).

I disagree with the idea that it is a punitive evaluation system. I think it provides multiple measures of evaluation, but that approach isn't punitive in nature. And, given the recent VA results from the state tests, I don't think it's going to wind up punishing a great many teachers at all (I certainly hope that the 7% of city teachers were scored 'ineffective' were not concentrated at low performing schools. Given that no one wrote about, I'm guessing that's not the case).

And, whether you agree with me or not, the fact is that it's coming. The reality is that if the APPR isn't agreed to, Albany will pass a different new evaluation system -one that will probably be more difficult, not require union agreement and make the Mayor and Edreformers much more happy than they are now (remember, they've all asked for this one to be scrapped already, more than once. They're delaying precisely because they want a new more harsh system put into place).

Look, the days of "U" and "S" are going to be over. Given the other possibilities out there, I just have to ask, can the APPR really be that bad if the Mayor and Chancellor don't want it and are doing everything within their power (including criminally starving schools that really need the extra funding) to avoid having to do it?

Thank you! Very well stated, it's just a shame that it's only the people who work in these particular schools who know the truth. It's basically outright theft and there is no oversight... not one penny in my school has gone into the classroom or for the students. I've sent an email to the comptroller's office to look into this, not a bad idea to bombard their office with emails and call and hope the truth is exposed.

This is totally true-- many "talent coaches" are former principals who ran schools that were either closed or were low performing. if these guys couldn't do it the first time, why do we believe they could train others?

The most dangerous thing the city can do is provide more resources for the Educational Partnership Organizations who act like poverty pimps within our most struggling schools. In many schools, companies like "High Schools That (don't work)" and New Visions have used city, state and federal money to produce almost no results and live at hotels at taxpayer expense. If you ask the EPO's to produce time sheets or detailed instructional plans for their schools, they are at a loss. In other words, poor oversight is the hallmark of the EPO program within the DOE.

The use of the EPO's within the DOE will go down in history as one of the worst taxpayer rip offs ever. This may even dwarf Bloombergs "city time " debacle, were consultants got paid millions to produce nothing. If one investigates the office of EPO's, you will find a series of people with personal relationships with vendors from an assortment of different places- pair up the resumes of current DOE employees and the EPO employees and you will find a cozy circuit of interplay of consultants and DOE empoyees. Conflict of Interest?
The DOE should improve schools that aren't performing and provide academic support to struggling students. The 18 million could go a long way towards improving schools, but we need to rethink our operations, not burn money on failed consultants who are not accountable to the taxpayers of NYC.Turnaround failed because because of DOE officials gave the word not to rethink the consultant playbook at places like Newtown, Flushing Richmond Hill- therefore they failed in court as the City could not show how the new schools would be different from the old ones....Marc Sternberg should think twice about his team, their marching orders "change but don't change the schools", and his leadership team relates to the consultants.Time to clean house Marc!

I will assume that this 18 million dollars will go right to the EPO's again. For a "non-profit" company, New Visions has insane consultant fees and what exactly do these EPO's (who will still be working with these schools by the way) do for all that money?!

This is completely ridiculous. If the city would just agree to the eval system -for the original 33 schools- then the $30m would be returned.
If the city gave a damn about the schools -or the kids who go there- they'd just agree to the eval system for those 33 schools and get the SIG money.

Where is the outrage at a city government that is so irresponsible that they willingly withhold $30 million from city school children?

...but of course what you don't mentin is that if the DOE would compromise with the UFT on the teacher evaluation program agreed to with the governor that had a very modest review component, they could easily qualify for SIG funding. The fact they don't have the SIG funding is 100% of DOE arrogance that their way is the only way. But then again nobody is sqying this including gotham schools.
