The ex-principal at Lehman (who, arguably, ran the school into the ground and got Lehman on the 'turnaround' school list) was hired by the DoE after she resigned from Lehman. Her salary in the new position was (reportedly) $120k+.

A bridge program only costs $35,000? You could run 3 or 4 of those on one DoE staff member's salaries. Think about how many of these curriculum coaches are on staff?

Every incoming sixth and ninth grader needs a summer bridge program. Every middle and high school principal knows that, but the NYC Dept of Ed would rather spend money reconfiguring public school space for the use of charter schools; providing school buses for elementary school children to attend charter schools (but not regular public schools); paying $250 billion PER YEAR to rich people for private school tuition reimbursement when the DoE is found to be not providing an "adequate" education for their children; and hundreds of millions of dollars for a fraudulent "accountability" system designed to humiliate teachers and principals, designate schools as "failing," and then taking that real estate to house privately run charter schools.
