		<description><![CDATA[Given the Court&#039;s &#039;reasoning&#039;, the carve out for public school districts would NOT apply to Charter Schools.  In NYC, at least, this would result, at least hypothetically, in similar protection for both sets of students.  Interesting.]]></description>
