		<description><![CDATA[This philosophy will prevail regardless of a child&#039;s needs. It has been the DOE&#039;s intention to funnel the money from Special Education to General Education for years. Parents will not have a voice. Teachers already have no voice. In some cases children benefit from inclusion however there can never be a blanket policy. Just as SESIS(computer system) was shoved onto the schools so will this policy.  Bullying starts from the top down. One must question the motives of those who look at money before children. ]]></description>
