		<description><![CDATA[If we pass students who haven&#039;t mastered the material in the previous grade we have to create a remedial track for them.  On top of that, we have to get real and create vocational options in high school because a MAJOR reason for failing classes is that the student is not interested in the curriculum being offered.]]></description>

		<description><![CDATA[Unfortunately, promotion is based only on standarizied tests and if the student passed his or her classes throughout the year with an 80 average and screws up on those ridiculous tests, that student has to go to summer school.  However, if the student fails ALL his or her classes and passes the standardized test, YIPEEE, that student goes on to the next grade without knowing anything. The mayor and the chancellor state that social promotion has ended.  Really???]]></description>

		<description><![CDATA[No surprise here. What Bloomberg-Klein-Walcott don&#039;t know about education would fill a book - wait, it already has by Diane Ravitch among others! But social promotion does present problems from my perspective as a high school teacher.  By the time these students reach me (where  there has never been any official social promotion policy) and they fail to pass the Regents, high school teachers are blamed without consideration that many of these students have been socially promoted all along. Welcome to the &quot;failing school&quot;.  Personally, I believe social promotion should be ended,but only if those students are identified as needed special education services or classes, especially if they are being left back more than one year. No doubt this frequently does not happen, or parents refuse special education services. So either way with or without social promotion, there remains a failure in educational policy in NYC.    ]]></description>
