Forcing Special Education students into regular education classrooms is purely a financially motivated move by Bloomberg et.al. It also serves the secondary purpose of helping to lower general education teachers ratings based on student performance, thereby giving Bloomcott another bullet in their firing gun. Putting a Special education student in a “mainstream” situation only serves to emphasize the diference in performance levels, much like asking a one legged man to run a marathon in record time. His effort will be admirable, his performance may be noteworthy, but everyone will notice the differences. Just another facet of the Emperor’s New Clothes tale of the last decade.
