Until a thorough, contract by contract investigation is done of the Schools Construction Authority (SCA) all you will get is tidbits. The bulk of the fraud is institutionalized down to a science. Simple investigate ANY in school project-ie-computer rooms, hardware or software upgrades, library remodels, etc etc -anything--get the picture
