Chancellor orders troubled Brooklyn charter school to close

Chancellor Joel Klein signed an order today to close a Brooklyn charter school that city school officials said had some of the most egregious charter violations they’d ever seen.

In June, East New York Preparatory Charter School will become the fourth charter school to close in the city’s history. In his recommendation to Klein that the school close, Deputy Chancellor John White wrote that although the charter school’s new board members acknowledged prior wrongdoing, many problems remained.

“ENYP has not presented any evidence responding to the findings that lower performing students were being involuntarily transferred from the school or discouraged from attending the school,” White wrote.

Klein’s decision marks an end to a contentious closure process that pitted parents who wanted the school to remain open against city officials charged with making sure the school followed its charter.

That conflict erupted at a public meeting in February, where parents pleaded with the department to keep the school open, saying the neighborhood offered few other viable options and the wait-lists for other charter schools were impossibly long.

Students currently enrolled in East New York Prep will have to transfer to other district or charter schools next year. To ease their transition, the department is offering a new option: a one-year program run out of P.S. 323 that East New York Prep students in grades two through five can opt into. According to DOE charter school office head Michael Duffy, the program will take in 162 students and be run by Andrea Whitehurst, a former principal who monitored the charter school.

Opened in 2006 by principal Sheila Joseph, East New York Prep appeared on the state and city’s radar after parents reported that Joseph was expelling high-needs students. Joseph is also alleged to have given herself a significant raise and created an environment so unstable that Teach for America has told its six corps members they can look for new teaching positions at other schools next year. If they were to leave, East New York Prep would have only two remaining teachers.

Schools Chancellor Joel I. Klein today announced he would close East New York Preparatory Charter School at the end of this school year after determining that the school has failed to provide all of its students with a high-quality education and was operating in violation of its charter, Department of Education (DOE) policy, and New York State charter school law. The DOE has been working with families to help place the school’s students in new schools next year. East New York Prep is the fourth charter school to be closed in New York City since charters were first created.

“We won’t allow a school to remain open when it persistently fails its students-whether it is a charter or a district school,” Chancellor Klein said. “Unfortunately, East New York Prep failed to meet the standards of its charter and the City’s promise to provide a good education to all public school children. We will work closely with the school’s families to place their children in other nearby district or charter schools where they can receive the education they need and deserve.”

The DOE issued East New York Prep a five-year charter in 2005. In February 2009, the school was put on probation in response to charges that it improperly discharged some students and failed to provide adequate special education services. In a subsequent investigation, the DOE determined the school’s board of directors failed to exercise appropriate oversight of the school and its leadership.

East New York Prep will remain open until the end of the current school year. The DOE has been working with families to find nearby district and charter schools for their children to attend in the fall. Options include a new one-year program in the same building as East New York Prep that will give families additional time to secure places for their children in another school. The DOE will hold an information session for parents on Thursday, April 22nd, at East New York Prep.

    When you have a principal of a charter school removing special needs students, giving herself a raise, and promoting herself to the superintendency level, it’s time for her to go. She never had intention of helping the most vunerable children in the lowest-income area of Brooklyn to succeed. She took advantage of the charter school law and misguided the parents into thinking that she was there for them and their children. It’s shameful when greedy, arrogant, self-promoting charter school administrators think that their actions would not bite them in the end.

    People will never forget about this. My son was going to be left back. Now he is in another charter school and doing very well. He’s won awards and other certificates of merit. Hopefully this will be a valuable lesson learned. Now I pray the rules are made harder to just open up a school and have access to funds. To my knowledge Sheila had no business working in education. My sons prinicipal taught for ten years and was an assistant principal before hand. How much background did Sheila have again?

    I am so happy, that the school is being closed. I worked there and Sheila is a criminal. She made so much money, so I do hope she is investigated.

    It is good to see that Chancellor Klein is addressing the closure of a charter school however there are good and bad charter schools and the junior high schools should be addressed in Manhattan as they are the worst! I work in real estate and most of my clients have taken their children out of public schools after they finish grade school. They do not want them in a public junior high school! When a student goes to junior high, they are further away from parental control. There is no reason for them to exist…do as the private schools do. They have grade schools 1st thru 8th grade and then high school. To give the grade school student’s a feeling of growing up they have upper & lower school Upper school is 6th, 7th & 8th grade. Grade schools are closer to a student’s home, usually walking distance and extra buildings could be sold for revenue.It might be a serious consideration to improve schools & save revenues.Something to think about!     Give me a break! And folks, help me understand, why the focus is all about Ms. Joseph? The ENYP students are doing significantly better than most of the 1.1 million children in the NYC School System. Who cares what she makes (not that you really know). Leaders who get results deserved to be paid. Get over it!

    East New York Preparatory Charter School perhaps started out as being a school dedicated to educating children but I am very concerned about the quality of education that is being given. East New York Prep is not an effective and professional learning community in which students exceed academic, social, and physical goals. There are no best practices to differentiate teaching strategies to engage children and to instill an intrinsic desire in all the children of East New York Prep for learning. There is no reference to New York State Standards nor is the poor curriculum aligned to those standards or performance indicators. East New York Prep is not a safe physical environment, there is no use of data-driven practices never the less the empowerment of students, staff, parents, and the community to achieve any true vision.

    Educational commitment:

    Nurturing
    • Children are subject to yelling and screaming all day long.
    • They have to serve detention during lunch.
    • Uniform inspections occur during lunch which gives the children less time to eat.
    • They can not talk at all during breakfast or lunch.
    • When they talk during lunch no get no recess.
    • They are subjected to in school suspensions.
    • Any child that has difficulties transitioning is sent to one of the Director’s of Curriculum office and they have to sit on the floor to do their work.
    • Consistently children’s parents are called to pick up their child because the child has not been stellar in class.
    • During 8:00 and 8:15am children are subject to humiliation by being placed on the hall line for not accomplishing or behaving in acceptable ways.
    • Children cry and beg not to be returned to their class.
    • Most appalling is that the children are required to stop all when they see Ms. Joseph and greet her in unison.
    • Children are consistently threatened to perform which causes great stress on them.
    • Children are forced every morning to recite the THINK value like it is a prayer.
    • Children were told on March 10, 2010 that even if they are sick they must report to school no matter what.
    • They must attend Saturday Academy without excuses.
    • All infractions of the rules will be followed by written work.
    • Children have no computers.
    • Children have no Health or Physical Education.
    • Children have no Art (most don’t know how to color within the borders).

    • Most of the children don’t know all national holidays except the ones that schools are closed for.
    • Most of the children experience rapid mood swings that are redirected with the child being removed from the learning environment to the teacher lounge or the supervisor’s office for the day. There is no IEP to support the change in classroom ratio.
    • Instruction is void of all manipulative’s or hand-on-activities that promotes interest, exploration and the expansion of imagination for future connection and relevance.
    • Children are subjected to ridicule in front of their peers for minor offenses.
    • Children are not supported socially and emotionally.
    • Children are changed from their classroom without appropriate transitions.
    • Children with behavior problems are removed from their learning environment and supported by a temp teacher (who has no idea how to work with the child) instead of the familiar educational staff.

    Our educational landscape is filled with negative images of adults acting like diabolical forces to show excellent academic progress, which is totally false. Interim Assessment has indicated that most of the children are on Level 1 and Level 2, any data that indicate higher results is erroneous. All staff when hired inherits a slew of challenges from the administration because of the lack of systems and the lack of consistency in policy. The school leaders see themselves as superheroes and gatekeepers instead of what they are suppose to be partners and conveners of the many sectors that must work together to meet the challenges of eliminating systemic inequalities and preparing their community’s children to succeed in the twenty first century.
    Keeping students’ primary focus on academic excellence is totally impossible because they are tried and stressed. They consistently display maladaptive behaviors and cry over how overwhelmed they feel. There seems to be a lack of understanding of the importance of social and emotional well-being and development of all students throughout the school day which raises many red flags and raise concern in me. The students are not given the opportunity to understand moral reasoning or the exploring ideas about fairness and good and bad behavior. Thus they are displaying difficulty developing friendships and the ability to express empathy for the feelings of others.
    Children are not allowed to be assertive about their preferences. They are not allowed to be self-evaluative or self reflective in order to start their journey to independence. They are ordered to work and study with a aggressive tone.. There has to be a way to educate the whole child. Instead they are displaying insecurity about their feelings and have and are demonstrating increased fear of the learning environment. Students are not allowed to have meaningful conversions with each other about the theory learned: Children learn best from each other. There is little to no independent work because all activities are teacher-directed.
    Partnerships are difficult to come by. There is no working together to achieve student achievement. Teachers are subjected to ridicule in front of their students by having supervisors manage their classrooms. There is no autonomy in their teaching. They are not able to practice, experience or develop their own teaching styles. They are continuously scrutinized in their every move. Decisions about the classroom, its function and direction are decided without any of their valuable input. Whenever they have an opinion it is completely overlooked or ignored.

    They are:
    • Told what and when to teach.
    • They are undermined in front of students.
    • They are supervised everyday for hours at a time.
    • They are worked for 11 to 12 hours a day with a 50 minute break for lunch only!
    • They have no voice in their working conditions.
    • They recently are receiving mentoring because the Department of Education is monitoring the school.
    • They are not allowed to leave early to graduate school because their pay is deducted.

    • There is no attention to cultural diversity or the respect for individual values for teachers and students.
    • Professional Development is geared towards appearances of the school instead of best practices in teaching urban students.
    • There is no consistent system for the application of professional knowledge in promoting learning to diverse students.
    • Teachers have not been motivated by capable leadership.
    • Teachers have not be instructed or mentored in the implementation and understanding of elementary school curriculum, data analysis, elementary level learning standards, assessment, and effective classroom instruction as first year teachers.

    These are just a few of my concerns. I highly and firmly advocate for all the students and teachers of East New York Preparatory School.
    This is the true story in ENYP.
    There are many more avunes of deceit within the school. I am so sorry for the families of our students. We failed the children of this community. The parents will realize how much when they enter other educational settings and see the difference because they are under the impression that their children had been receiving the best education. But we know different!!!!

    RE CHANCELLOR: Sometimes incorrect statements are put next to your name and are attributed to you when in fact it was someone else that made the statement. Therefore it is important that you check and search your own name on the internet frequently and check what is put next to you name or business. The internet is being used by some businesses or individuals to discredit individuals or their businesses. An example is profanity or incorrect statements.If you find it next to your name, contact the search provider or the URL. For instance I never said “I delt with her for three horrible months,” on this site, that is how someone signed their name on a comment but I never said that!. Instead a comment was made by a person who signed in as “I dealt with her for three horrible months” and it was put next to my name! I always sign my name but it is important to check your own name on the Internet to make sure your comments are not taken out of context, misstated and can injur you or your business and although the FTC does nor oversee content at this time, they will advise you. You can still sue for slander thru an attorney, subpeona names and you do not lose your rights as a citizen if someone does injur you or your name!     Charter Schools, Public Schools, Specialized Schools and the UFT… it is time to co-exist, come together like Delaware and get the federal funding that NYC deserves. The schools that got the extra funding from the federal government all worked side by side for the students with all the schools.     All this while she was living in an affordable housing development in Melville run by HUD for low income families, wonder how she fudged that paperwork! She NEVER paid her HOA fees on time and would not pay a fine. She has outstanding judgements against her! Her own son jumped out of her car while it was moving and since has locked himself in the house so the police had to break the door down. Why CPS hasn’t taken him away I don’t know. She left that poor kid home all day with no sitter into the night for years! Perhaps the state best investigate her thouroughly.
