Spending over $16,000 per child, per year is obscene. This is a blatant case of fleecing the taxpayers. Education spending has doubled in 30 years and what do we have to show for it? The teachers unions are destroying our education system and economy. It's outrageous.

Mr. B the question you ask is a great one, and is part of the secret shame of the school system. While politicians and the teachers union alike love to talk about putting more money "in the classroom," these dollars per pupil formulas also include stuff like employee benefits (pension, sick leave, medical/dental benefits) that do not benefit students. Of the $20+ billion in funding for the NYC school district, more than $3 billion of it last year went to teacher pensions, i.e. never made it to the school house door. So the next time you hear a politician say they want more money to go "to the classroom," you can be clear in what they are talking about, into the classroom, and into the teacher's pocketbook.

Why does the DOE only allocate a little over $4,000 to each public school per child as a basic allocation as per the Fair astudent Funding formula? If it is spending nearly 16,000 per child....why does so little of it actually reach the schools?? Nearly 70% is spent on overhead?

to be clear, I told Maura and posted to our list serv additional concerns with the IBO analysis, including their unwarranted assumption that K-6 charter school students get the exact same subsidy for transportation than district public school students, even though charter students are eligible for free yellow buses if they live anywhere within the borough, while district students must live within the district to be eligible. That combined with the fact that K-6 charter school students tend to live much further from their school than district students, the vast majority of which live within walking distance, makes me and others believe that charter school students consume a far larger per capita share of the DOE transportation budget, which is growing fast and now amounts to $1.1 billion per year.

I also believe that they ignored the fair student funding issue, in which funding at DOE schools is tied to need while it is not at charter schools. This, together with the fact that charter schools educate a lower share of ELL and special ed students would suggest that their gened students are getting a higher per capita allotment than those attending DOE schools. Finally, I thought it very interesting that the study showed that charter schools get more funding for each special ed student who spend more than 20% of their time in segregated settings than district schools. I had never heard that before and don't see it mentioned above.
