They are being penalized, by having monies taken out of their budget, for not adhering to Klein's directive to hire ATRs during the hiring freeze. If Klein can publicize those schools that received D's and F's on their Progress Report so as to bring shame to those schools, then he should also announced those schools who disregarded the hiring freeze.
