If the legislature reconvenes in November/December, and comes to an agreement on a significant budget cut/revenue deal the winter/spring session may engage in non-budget issues, if it does not the budget mess will totally eat up the time and energy of the legislature. The Hoyt-Klein bill will probably be referred to the abyss and never see the light of day ... A “poison pill” bill, it has something in it for everyone to dislike something.
