It's shameful that the Chancellor' office shows zero leadership in this matter. Principals would probably continue to use the money for class size reductions if the DOE directed them. You can tell how they value the matter by the representative the DOE sends. Klein is the PR guy when it comes to blowing the mayor' horn, but Photo comes in to make the furtive CYA doublespeak official responses. If principals are redirecting their funds to ESL programs, it's probably because they are taking in more ESL students in order to show improvement in those areas because it's an easy way to make school progress, and thus guarantee an A or B on their report card. In previous years these ESL students would be attending a school that specialize in immigrants, where they were better served. Instead, it leads to greater school overcrowding, like in Francis Lewis, and reduced enrollment in a school like Newcomers. On a side note, I wonder if Photo only uses passive voice in all her conversations.

I already have 34 students in a classroom that is not big enough..The kids share desks meant for 1 student.. If we raise the cap to say 40 students each classroom is liable to be a fire hazard. Also where is the data to support that this will not effect learning? I do not se any way to give any sort of individual instruction to students whom I've assessed need that type of attention.
