What makes this such a farce is Bloomberg's team wrote and/or signed off on the law as passed. Did they not foresee a need for transitions? Actually, the mayoral control law that passed in 2002 did not change the long standing mandated role of superintendents to supervise and support the schools in their districts . The DOE violated the law, leading to two lawsuits and two separate consent decrees, both of which the DOE also ignored, first by dissolving the district structure and then, when they were forced by the court to reinstate superintendents, forcing them to spend most of their outside their districts.
