That wasn&#039;t a problem when changes were forced onto the districts.  Have they learned a lesson?  Are they reacting to public pressure?  Are we back to the future?</description>

What makes this such a farce is Bloomberg&#039;s team wrote and/or signed off on the law as passed.
Did they not foresee a need for transitions?  Recall also that the law passed even the Assembly AFTER the CEC elections.</description>

The DOE violated the law, leading to two lawsuits and two separate consent decrees, both of which the DOE also ignored,  first by dissolving the district structure  and then, when they were forced by the court to reinstate superintendents, forcing them to spend most of their outside their districts.
 Looks like they are about to ignore the new law as well.</description>
