		<description>Mr. Kellner might be better served had he actually read the bill he sponsored.  If he had, he would have realized that that it enhances the role of SLTs (and thus parents) in the development of school based budgets and consequently. further expands their role in putting together the school&#039;s Comprehensive Educational Plan.  

Perhaps, all of the SLT parents in District 2 are fully familiar with Galaxy and truly fluent in reading disaggregated and longitudinal achievement data.  If so, they would be considerably ahead of the recently departed Chief of Accountability. James Liebman.  

Maybe, he thinks that the &quot;Office of Family Engagement and Advocacy&quot; [sic] (&quot;OFEA&quot;) has done a bang up job in preparing parent leaders to face those challenges.  Or is it just that any form of professional development for (usually off-white) non elites &quot;seems like a boondoggle&quot; to Mr. Kellner.  Inquiring minds want to know.</description>
