Whether it is merit pay, tenure or teacher dismissal the Obama push is simply wrong, it will have no impact on student achievement ... the goal is political ... popular with the public, and, after all, politcally where can teachers go?

Wierdly, this compromise may make sense. Duncan has been calling on states to do the dirty work, but now its up to the Feds to evaluate these statistical models. If they require something that is impractical then its on them. In other words, the accountability advocates have to be accountable.

I've said in the past that I wouldn't want to sue the Obama administration. But maybe that's for the best. Often State agenices privately ask outside organizations to sue them even though they deny it publically.

I doubt that Duncan has actually studied the details of the policies he's promoting. Now, he'll have to review the actual facts of anything they seek to impose on Indiana. If he chooses to go ahead, and then faces a lawsuit with his name on the top, then'll he'll really has to concentrate on the evidence.

I know I'm sounding naive. I know these issues are largely settled by politics, not evidence. But clearly Duncan is comfortable with balancing off generalities, and dividing victories equally between rival camps. This, however, would concentrate their minds in a timely manner. If they have to take responsibility this year and thus come to grips with the actual facts then they might be in a stronger position for NCLB renewal.

And I know that this will really sound naive, but here it goes. The danger of Duncan's tactics is that it removes protections and there is no way of knowing what destructive evaluation models might be proposed. If Ed Dept people have to take responsiblity for their plan, I bet they'd reject the types of data-driven accountability proposals that unions must always oppose. I bet they'd come up with policies that could be met by the Denver Plan or the ideas proposed by Sherman Dorn. If its the Obama administration that has to sign off, I doubt they'll propose anything that is indefensible.

and if they do try something silly and get burned, maybe we'd then see fewer ideological accountability hawks within the Duncan administration. After all, accountability can cut both ways.
