		<description>All the gains in Regents diplomas??? Didn't the recent State Comptroller's report find massive grade inflation in Regents exams which signals principal and teacher cheating? Everybody in the NYC system knows that principals and teachers routinely scrub failing exams into passing. As the stakes get higher, so does the grade changing. It's human nature to cheat. But the DOE and the UFT turn blind eyes to the problem. See chapter 2 in "Freakonomics.</description>

But what, pray tell, is Mayor Bloomberg's theory on the rising graduation rates THROUGHOUT THE STATE, and in cities that DO NOT HAVE Mayoral Control?

And are these gains locating in new boutique schools, which, per stories over the last week, come AT THE EXPENSE OF larger schools?

And, last I checked, the Principals were mini-CEO's, nominally, and the teachers were doing the teaching.  Push accountability down to 1,000+ schools, but claim responsibility... at Gracie Mansion !?!
