This is much more important than the PEP in terms of gutting Mayoral Control. Thanks to the Daily News -- and Gotham Schools! -- for catching an extremely important piece of legislation which, since it helps both the Legislature and the unions (parents, not so much), stands a good chance of passing. - David C.
