So you mean that in NY schools (I'm reading this on the other coast, in San Francisco), a kid who blows a class can do special work devised on the spot to get the credit needed to graduate. And the leadership of the school system, and the entire "school reform" movement behind them, has its credibility staked on increasing the graduation rate.

Do I see just a teeny-tiny bit of motivation to give BS assignments to fake kids through to a bogus graduation? How can anybody give this system any credibility at all?

Credit Recovery/Independent Study has existed in high schools fore decades ... prior to Klein each school was required to have a Course Accreditation Committee that included the UFT Rep ... all "alternative" courses had pass the scrutiny of the Committee and be passed along to the superintendent ... under Klein the new rule was "don't ask, don't tell." The SED proposal is lacking ... it must

A) make sure the UFT Chap Ldr, or designee, is on the committee

B) the Superintendent approve and must monitor the program C) credit recovery must have specific course codes in HSST so that credit recovery can be tracked D) the number of credot recovery credit earned should be limited to Three (3). There is nothing wrong with credit revoery so long as it is transparent.
