		<description>Does anyone know, has any of this money already been spent?  In other words, is this new money on top of the mid-year budget cuts that have been implemented and talked about, or has this already been accounted for prior to those cuts?  And if it&#039;s the former, does the CFE funding level do anything to mitigate those cuts?  Or is it just a drop in the bucket?</description>
