This is not a new thing, and Teaching Fellows have been dumped by the wayside for years now. It's unconscionable that the folks who run this program recruit people who go through their program only to be unceremoniously tossed from their college classes and left jobless without health insurance. The folks who run the program, unbiased observers who just happen to have millions in city contracts, pretty much proposed the same treatment for veteran teachers stuck in the ATR.

Working Americans need programs like these like need holes in their heads. And as you've pointed out, while this goes on, the DoE spends hundreds of thousands of dollars on ad campaigns to recruit new teachers. I watch this stuff and wonder whether we're all part of some Fellini film.
