Not all excessed teachers are equal. Just because a teacher is excessed does not mean that hey don't deserve a job. Teachers are excessed a lot of time through no fault of thier own. Ifthe school has budget cut backs or is being phased out many good teachers are stuck in this ATR pool. What would make sense would to not hire any new teachers from outside the system until the ATR pool has been exhausted. If the teachers have U ratings thats a different story.
